When oil prices began to rise dramatically during the winter, after
Hurricane Katrina, Governor Baldacci took action for the people in Maine who
needed assistance to help heat their homes. Amongst other initiatives, he
brokered a deal with Citgo so Maine would receive discounted rates. These
are photos documenting the first transfer of oil from Citgo to an elderly
couple in Southern Maine and the Indian Island tribe in Old Town.
